The General Directorate of Highways was established in 1950 as an incorporated agency affiliated to the Ministry of Public Works and Settlement. KGM was attached to the Ministry of Transport, Maritime Affairs and Communication in 2007. At General Directorate, there are 14 Departments and 54 Division Directories. The Provincial Organisation comprises 18 Regional Directorates, 1 Supply Directorate, 118 Branch Offices, 25 Highway Maintenance and Operation Offices, 285 Maintenance Depots and Construction and Control Units. The main duties of KGM are: 

- To specify the network of motorways, state highways and provincial roads,
- To prepare the modifications on this network, to design, construct, maintain and operate the roads and other structures on the road network and provide continuous maintenance, 
- To determine the standards concerning construction, repair, maintenance and other issues and to prepare technical specifications,
- To determine the principles and rules about the road and traffic safety,
- To carry out the research and development studies.
